I got the below information from NLS

Guide to foreign-language courses for blind or low-vision students
The National Clearinghouse on Disability and Exchange, which encourages people with disabilities to learn foreign languages and pursue international travel,
recently published a new guide to help blind and low-vision students take advantage of a broad range of foreign-language courses from Arabic to Turkish.
The brochure, “Accessing Foreign-Language Materials as a Blind or Low Vision Student,” is available online in HTML, Microsoft Word, plain text, audio,
and braille formats at www.miusa.org/ncde/tipsheets/foreignlang/.
